Custom Block Manager spinner spinning after clicking save in Add block

i had clicked Website Settings>plugins>installed plugins> generic plugin>
Settings>Manage Custom Blocks> add block
then i added conference in title and then i saved

I am using ojs 3.1 I didn’t see any error in php
