Custom Block Manager not working

Hi guys,
i have a problem in Custom Block Manager.
m using ojs 3.1.1.4 ,PHP version 7.2.8 . my website has multiple journals. I created many custom sidebar blocks in different journals. they all working fine.
But when m trying to create in site setting ((main site) i mean on home.index page) sidebar blocks it’s showing error **

no journal context!

m not too good in php coding please help me as soon as possible
