I want to create the title and cover page in the submission files when the author submit a manuscript. For example, when submitting a manuscript, the author should submit the cover page and title page separately.
How can I make that?

I think, you must create your custom genres in Settings → Workflow → Components

I have made some tests on my local testing server, I can even make a submission without any files. I am also interested in setting some mandatory files such as copyright form, cover page etc.

I have similar situation. We put that article components are highlights, cover page, manuscript and images.
We put in author guidelines instructions to do that , we wrote manual for authors in which we explained that in detail and also uploaded templates of those documents on server so author can download and use in submission preparatory stage.
