Citation Style Plugin - publication date of issue not used (OJS 3.1.2)

Hi,

if an article has no publication date, the issue publication date is not used for citations
(Citations Style Plugin). Instead, a “1” is added because the plugin uses getPublished() and not getDatePublished():

Is this a bug? I noticed that the article publication date is a required field in OJS 3, but there may still be cases where this field is empty, e.g. after upgrading from OJS 2.
