Citation Markup Assistant Won't turn off

When I uncheck the citation markup assistant in setup 3.7 and save it will not stay unchecked. I want to remove the requirement for authors to enter references upon submission. I believe turning off Citation Markup Assistant should do this but alas it just won’t go away. Am I missing something here?

Yes - I am asking about OJS. I’m running 2.4.8.0

You appear to be running into this old issue – there’s a database query at that URL to resolve it.
