I’m using “bootstrap3” theme with “flatty” style on ojs3, how can i change color and size of that gray text in the picture?

You will want to either upload a CSS at the journal level or with your HTML depending on what it is you’re trying to change.
The Creating Stylesheet section of Designing Your Journal is a great resource on how to put the CSS together.
