Cannot Find the PKP PLN Plugin

I am trying to participate in LOCKSS. The website of LOCKSS instructs to do the following.

“To join, log in as Journal Manager and go to Journal Management > System Plugins > Generic Plugins > PKP PLN Plugin > Settings and accept the Terms of Use.”

I already signed in as a journal manager but I cannot find these links.

The PKP LOCKSS PLN plugin hasn’t yet been released for OJS 3.x; it’s currently undergoing testing.

Hi,
is this plugin available now? I would like o install it but I cannot find it in the plugin gallery as indicated in the website (Generic Plugins and find the PKP PLN Plugin).
I am using OJS 3.1.1.2.

I was hoping it were available. DOAJ actually suggest to use it if you run your journals with OJS.
