In OJS 3.1
When a editor select decline decision and send a email to authors , Ojs system allow to change final decision and its very bad, cause system before that send email to all authors that your submission Declined !
but easily editor users could change this final decission
and i should add another point to this subject
when a submission in review tab and editor click on Decline button in the decision manager box, submission take ‘Declined’ tags but in the grid shows with yellow color instead of red color !
