Block plugins and installed plugins do not load in the website OJS 3.1.2

In OJS 3.1.2 the plugins like browse block, make submission block and even installed plugins are not shown in the website, although they are activated. These are my error logs:

I’m trying to install new themes on OJS 3.1.2-1 (windows XAMPP) and I have a similar error.

The theme is activated in the plugins tab:
