Describe the problem you would like to solve
We would like to be able to attach decision letters to reviewers who submitted a report for the manuscript.

Describe the solution you’d like
Add an “attachment” button to the ‘Thank reviewer’ dialogue box.

I totally agree to add this feature to OJS. We are hosting more than 18 journals and so many editors are asking for the same feature to upload certificate of reviewing for the reviewers.
