Appearance tab doesn't load anything in OJS 3.1.1.-4

Hi,

I tried to upgrade from 2.4.8 to 3.1.1.-4 but i got error which i posted in a separate post.

To just check I installed 3.1.1-4 and everything seems working except appearance tab at website settings doesn’t load
