We’d like to be able to have comments on the abstract page of an article, not within the PDF (which is how the Hypothes.is plug-in works). It looks like Disqus used to be a free plug-in, but it’s gone more commercial and can be used on many platforms. Is it still a potential solution for OJS sites? If so, I’d love to see how it works on another journal’s website.

I’m not aware of many journals actively using commenting tools. The SaaS ones tend to be very quick to integrate – often just a single line of code – but they also often have a freemium business model, which makes them intentionally limited in order to promote paid accounts.
The self-hosted options don’t have the same limitations, but will require some stewardship on your server. See for example Cusdis.
Note that starting with OJS/OMP/OPS 3.6, we’ll be shipping public commenting built into the software. We’re hoping to release that in Q4 of this year.
