When I work with various journals I suggest them to create the review form in which they will request from reviewers what kind of change/revision is needed. Then, you can send those requirements to author.
I know that it could be added to the system but flexibility and specific things can easily be added by editors themselves withh little support from person who is familiar with workflow and OJS features.
If needed, I can send you examples of that.
