Describe the issue / request: Add Kosovo to the country selection in User Registration/Profile.

Why this is needed: As an OJS platform administrator, we manage journals that receive submissions from international researchers, including those based in Kosovo. Due to the absence of Kosovo in the default country list, authors and reviewers from this region are unable to select their actual country, which leads to inaccurate metadata and administrative difficulties.

While Kosovo may not yet have an official ISO 3116-1 alpha-2 code, many international platforms and libraries adopt the temporary user-assigned code XK (or XKX for alpha-3) to support users from this region.

Proposed solution: Please consider adding “Kosovo” to the localized country list plugin/library in the upcoming OJS releases, utilizing the temporary code XK if applicable, so that journals worldwide can accurately capture geographic metadata for users from Kosovo.

Note in particular the suggestion about the custom locales plugin, which should permit what you want without coding.
