Abstract problems with Quick Submit

Hello,

it seems that Quick Submit plugin ignores section settings regarding abstracts and forces the user using the plugin to always provide an abstract even if section doesn’t require it.

The issue is observed in OJS 3.1.0.1 and Quick Submit downloaded from GIT with file dates 19.01.2018 (plugin version 1.0.1.0)
