We have installation where something seems to have happened to the /files/journals folders. We have 4 journals defined in the db - with corresponding folder 1,2,3,4 in /files/journals.
We started noticing references to submissions where not being found. When we dug deeper we found that there were now extra folders in /files/journals

For 2,3 and 4 there was another folder with 9 on the end - the missing submission was found in folder 39.
Are we missing something?
