Importing users from 2.4.6 to 2.4.5

I have a journal that I exported all of the users this journal is running OJS_2.4.6 we do not host this journal.
I am importing the users into a journal we are hosting that is running OJS_2.4.5.
When I do the actual import I am getting a “DB Error: Column ‘first_name’ cannot be null”.
I have gone through the XML file and there is no last_name that is null.
I have also applied all the patches to OJS_2.4.5 and get the same error message.
