Thanks a lot for your comments and sorry for the silence.
I feel like in this post we are just making questions that need to be solved (that is also a task that need to be done) but for the answers, the perspective of the one (or ones) that is/are getting his/their hands dirty with the real job is/are the most important and the first opinions to take in consideration.
Let’s wait till OJS 3 beta is relased then.
BTW, reading the thread, looks like we all agree that Bootstrap is the safe bet (hurray!!), but it’s good to keep an eye in emerging alternatives. 
BS will be also my choice, but this article worth a look:
